Rafael Quimpo opened the meeting at 9:00 AM. Attendees introduced themselves. The minutes of the last meeting were reviewed and approved with the following two changes.

  1. The responsibilities for nominating honorary membership were clarified. Conrad Keyes and Phil Burgi are being considered for nomination for honorary membership. Cheryl Signs, the EXCOM representative, will be asked if Conrad Keyes can be considered for honorary membership while he is serving on the awards committee. Depending upon her response, Ken Renard will prepare the appropriate paper work.
  2. The following motion was moved by Ken Renard and Seconded by Rafael Quimpo. The following persons will be responsible for gathering signatures on the form(s) for nomination for honorary membership: Zone I - Rafael Quimpo, Zone II - Victor Zitta, Zone III - Albert Molinas, Zone IV - John Finnie. The motion was approved.
The proposed agenda was review and approved. Report of Committee on Curricula and Accreditation (CC&A)

Joseph Malina reported on the activities of the CC&A committee (attached). He requested that the Education and Research Council (E&R) submit nominations for representative to the CC&A, and that Janine M. Jescavage (ASCE staff contact) would have information. As an alternative, John Durrant could appoint a liaison person to the CC&A. [Action: Council chair will consult with ExCom].
 
 
 
 
 
 

ABET accreditation and other training

Rafael Quimpo reported that the E&R Council is sponsoring a session on ABET accreditation at this conference. He also reported that there are no sessions on teaching hydraulics. Workshops on ABET Visitor training are scheduled at the upcoming conference in Seattle.

Interactions with EDAC and CERF

Joseph Malina reported on our relationship with CERF, and noted that there is no CERF representative in attendance. Rafael Quimpo reported that some chairman of departments of civil engineering in the Atlantic region are dissatisfied with CERF. It was suggested that EWRI or the E&R council should play a more active role in working with CERF, finding out what they can do for us and what we can do for them. It was suggested that a panel discussion with CERF could be held at the next conference. [Action: Council chair will forward meeting minutes to ExCom and call its attention to the concern.]

Role of E&R Council in ASCE awards and prizes

It was reported that Jerry Anderson is the new chair of the EWRI awards committee. The awards and prizes of ASCE were described and discussed. It was questioned whether, under the new organization, the E&R Council had any role to play in the procedure for awards and prizes. It was agreed that the EWRI should be requested to provide a flow chart showing the awards and the bodies responsible for the award. In a discussion later in the meeting, Otto Helweg reported that there is already a brochure available about awards. He also said it was his opinion that the E&R Council had no direct role in the selection of awardees. It was also questioned whether the environmental engineers had awards like the hydraulics and hydrology awards.

Future meetings

Rafael Quimpo reminded the council of the following future meetings, and some assignments were made.

  1. ASCE National Conference and Symposium - Seattle, WA - October 18 through 23, 2000
  2. EWRI World Water and Environmental Resources Conference - Orlando, FL - May 20 through 24, 2001. The following individuals are asked to organize sessions (4 papers) on the "State of the art and research needs in YYY."
  3. Hydraulics - John Finnie and Peggy Johnson
  4. Hydrology - Victor Zitta
  5. Irrigation - Dan Thomas
  6. Environmental Engineering - (Tom Rachford will be asked to identify
someone) For example, during the session on hydraulics, someone might give a review of the topic "bridge scour", and describe research needs. The remaining papers in that session would cover other specific areas of research within hydraulics.
  1. 9th International Conference on Urban Drainage - Portland, OR - September 8 through 13, 2002.
  2. ASCE National Conference and Exposition - Washington DC - November 3 through 6, 2002. This is going to be the ASCE's 150th. anniversary celebration. It was suggested that the E&R Council identify someone to organize a session on the historical development of the civil engineering degree. Some initial recommendations were Simon Ince or __ Garbrecht (?). [Action: Council Chair will forward recommendation to ExCom.]
  3. Dan Thomas requested that the group organizing Washington 2002 clarify what it expects from EWRI and its councils regarding their role in at that session. [Action: Council Chair will consult with ExCom.]
  4. EWRI Congress - Philadelphia, PA - 2003
  5. EWRI Congress - Salt Lake City, UT - 2004
  6. EWRI Congress - Vancouver, BC, Canada - 2005. It was announced in another meeting that the IAHR will hold its 2005 conference in Korea (?), and not with ASCE in Vancouver.
Membership in EWRI councils

It was noted that membership in the E&R Council does not include anyone from the Water Resource Planning and Management area. Rafael Quimpo will ask Kyle Schilling to nominate members from that group.

Task Committee Activities

  1. TC on Education of Future Water Resource Engineers. The long history of this TC proposal was described. The proposal is still pending and does not yet have a budget. The proposed membership of this TC includes John Finnie, Rafael Quimpo, Don Frevert, Victor Zitta, and Margaret Petersen. Cheryl Signs (EXCOM) advised us to submit this proposal now for funding in 2001.
  2. TC on Water Resources Education to Improve relations with Politicians and Legislatures. Dan Thomas is considering whether to propose this TC and will advise us of his decision.
  3. TC on Research Needs for the 21st Century. Peggy Johnson will submit this proposal to the E&R Council.
  4. TC on Collaboration with group on Hydrologic Engineering Education. The Surface Water Committee also has a committee on education. The E&R Council asks for guidance from EXCOM regarding the relationship between us and the hydrologic education committee. Perhaps a member from the E&R Council should be appointed to every committee on "education", or perhaps this confusion of responsibility can be clarified by better communication and coordination?.
  5. Database for Education. It was recommended that EWRI maintain a data base of films, videos, and other audio-visual materials for use in water education. Otto Helweg suggested that this committee send an email to all CE departments asking if such a list would be helpful, or if material for use in Kindergarten through 12th. grade is needed. (action item?). (did I get this item right?)
Membership

After some discussion, it was agreed that the officers of the E&R Council for next year include: Ken Renard (Past Chairman), Rafael Quimpo (Chairman), John Finnie (Vice-chairman), Melanie Bengtson (Secretary). Dan Thomas will continue as a (control) member.

Otto Helweg moved and Rafael Quimpo seconded the following motion: that the E&R Council request $3000 for travel next year. The motion was passed.

ASCE Staff

Cheryl Signs (EXCOM) reported that EWRI has the services of two staff persons from ASCE. This are Brian Parsons and Autumn Richter (sp?), who replaced Liz Downey. The number of staff people available to EWRI will increase to include 3 full-time staff persons, one part-time staff person, and their supervisor.
