Bylaws of the Environmental Engineering Division

I.  Name

The name of this division of the American Society for Engineering Education shall be the Environmental Engineering and Science Division.

II.  Purpose

The purposes of this division are: to foster cooperative efforts of all professionals concerned with educational aspects of the Environmental Engineering and Science area toward the development of courses and curricula, research training programs, conferences, seminars, institutes, workshops, and related educational activities uniquely designed to serve the interdisciplinary needs of all environmental engineers and scientists within the profession, and to do this in full support of and in a manner consistent  with the purposes of the Society.

III.  Membership

The membership of the division shall consist of those members of the Society who wish to affiliate with the division, and who make this desire known in writing to the executive secretary of the Society.

IV.  Organization and Officers

The division shall have the following officers: chairman, vice-chairman, secretary.

The business of the division shall be administered by an executive committee composed of the officers and six directors. 

The term of the officers shall be for one year, and terms of the directors shall be three years; two directors to be elected each year.  An individual may not serve concurrently as an officer and as a director.

V.  Election of Officers

(a)  A nominating committee consisting of three members of the division, not currently officers or directors, shall be appointed by the executive committee at each annual meeting of the Society to prepare a slate of candidates for the positions of chairman, vice-chairman, secretary, and directors to be filled at the next annual meeting.  Such nominations will then be presented to the executive committee and announced in the publication of the division, not later than thirty days before the annual meeting at which the voting is to take place.  Additional nominations may be made from the floor at the time of the election.

(b) Election shall be by secret ballot by the registered members of the division present at the annual business meeting.  The candidate obtaining a plurality of the votes cast shall be declared elected.

(c) Newly elected officers and directors shall assume office at the same time as the president of ASEE.

VI.  Meetings and Activities

(a) The executive committee shall arrange to hold the annul business meeting of the division during the annual meeting of the Society.

(b) The executive committee shall also administer any and all activities that may be deemed desirable for the promotion of the purposes of the division.

(c) Members of the Society and other interested persons shall be eligible to attend all meetings of the division.  However, voting privileges shall be extended only to those persons who have registered with the executive secretary as members of the division.

(d)  Any action of this division shall be invalid if it is in conflict with the constitution or by-laws of the American Society for Engineering Education, or of the council of general divisions and committees.

VII.  Publications

Publication policy of the division shall be in general conformity with the publication policy of the Society.

VIII.  Methods of Amending By-Laws

(a) Proposed amendments to these by-laws may be submitted to the executive committee by a petition signed by not less than twenty-five members of the division.

(b) Amendments thus proposed will be announced in the publication of the division at least thirty days before the date of the annual meeting at which the proposals are to be considered as amendments to these by-lays.

(c) The by-laws may be amended by two-thirds vote of the members of the division attending and voting at the annual meeting.  These by-laws may also be amended by a letter ballot of the members of the division mailed by the secretary to all members, the amendment being approved if two thirds or more of the ballots returned within thirty day s after they are mailed are favorable.
